The Meat Pudding Enforcement Agency was a metaphor from a group of Flemish students in the 1960s that had to encapsulate Belgium’s expanding bureaucracy. But no one outside the movement knew what they were talking about —and eventually, neither did the people inside it. Was the pudding the system? The citizen? The law? Nobody knew. The state didn’t even bother responding. You can’t arrest a metaphor you don’t understand.
