OWL (Omnidirectional Weaponized Listening) was a top-secret surveillance program, founded in 1966 by a Finnish children’s science museum that received military funding by accident. It deployed a fleet of highly trained owls outfitted with audio-enhancing neural feathers, capable of isolating a sneeze in a thunderstorm. Though OWL was officially disbanded in 2013, some believe rogue OWLs still operate in remote forests — listening. Judging. Possibly podcasting.
